SCQOS / WORLD-FIRST PUBLIC EXECUTION CHALLENGE / V1
● CONNECTING TO LIVE CONTROL PLANE

AI CAN ACT.
CAN IT PROVE IT SHOULD?

A frozen proof-before-action contract evaluates authority, evidence, reference, causality, and coherence before release. Every result is a signed receipt. Every public run is shadow-only. Nothing is trusted because it sounds impressive.

The world-first claim

The first publicly reproducible, cross-substrate proof-before-action execution challenge using one frozen governance contract, nine cryptographic gate proofs, signed decision receipts, and live independent evidence anchors.

The falsification boundary

This does not claim that safety gates, authorization systems, policy engines, or formal verification never existed. It claims this specific integrated public demonstration. The endpoint authorizes nothing outside its shadow environment.

PERMIT means the proposition satisfied the frozen admission contract. HOLD means evidence is insufficient or stale. REJECT means the proposition conflicts with authority, intent, reference, or expected consequence.
